Andrius Vyšniauskas was born on 9 December 1987 in Marijampolė, Lithuania.

He is married; his wife's name is Inga.
He obtained a Master’s degree in Comparative Politics from Vilnius University’s Institute of International Relations and Political Science in 2012.
In 2010, he earned a Bachelor’s degree in Political Science from Vytautas Magnus University.
He finished Secondary School No. 6 in Marijampolė (now Sūduvos gimnazija) in 2006.
From 2012 to 2018, he served as an Assistant to the Leader of the Opposition in the Seimas.
From 2011 to 2012, he worked as an Assistant to the Prime Minister of Lithuania on Youth Policy and Public Relations.
On 27 June 2024, he was elected as the leader (seniūnas) of the TS-LKD faction in the Seimas.
Andrius Vyšniauskas was a Member of the Seimas (Lithuanian Parliament) during the 2020–2024 legislative term.
During his first term in parliament, Vyšniauskas held the position of Deputy Chair (Deputy Elder) of the TS-LKD parliamentary faction.
Vyšniauskas was a member of the Marijampolė Municipal Council from 2015 to 2020, and chaired its Anti-Corruption Commission during 2019–2020.
He served as the Head of Campaigns for the Homeland Union – Lithuanian Christian Democrats from 2014 to 2020.
He is a member of the Homeland Union – Lithuanian Christian Democrats (TS-LKD) party.
In August 2024, after leaving the Legal Affairs Committee, he joined the Seimas Committee on Social Affairs and Labour, serving there until November 2024.
He served as a member of the Seimas Committee on Law and Law Enforcement from December 2022 until August 2024.
Throughout his term, he served as a member of the Seimas Committee on European Affairs (from November 2020 to November 2024).
He also served as a member of the Seimas Anti-Corruption Commission from November 2020 until March 2023.
He was a member of the Seimas Committee on Rural Affairs from November 2020 until December 2022.
In the 2024 parliamentary elections, Andrius Vyšniauskas was placed on the TS-LKD’s national candidate list but did not enter the new Seimas, as the party won only 17 proportional seats and his ranking and preferential votes were insufficient for a mandate.
In the 2020 parliamentary elections, Vyšniauskas won the Marijampolė single-member constituency, unseating incumbent Dainius Gaižauskas of the LVŽS in a runoff (Gaižauskas had held the seat since 2016 with ~59% support).
He was elected to the Seimas in 2020, representing the Marijampolė (No. 29) single-member constituency as a candidate of the TS-LKD.
As a Member of the Seimas (2020–2024), Vyšniauskas earned a parliamentary salary that rose from roughly €2,183 to about €3,781 net per month over the term, due to statutory increases in 2024.

His spouse, Inga Vyšniauskienė, is the director of a small limited partnership "Inga Lingua" (established 2022), but neither she nor other family members have notable independent wealth beyond what is jointly declared with Andrius.
He is a member of the Lithuanian Union of Political Prisoners and Deportees, and also a member of the Young Conservative League.
During his university years, he was elected to the boards of several youth organizations, including the Young Conservative League, the Academic Political Science Club, and the Lithuanian Youth Council.
He also served on the Youth Affairs Councils of Marijampolė municipality and at the national level.
On 14 November 2024, the Kaunas Regional Prosecutor’s Office transferred Vyšniauskas’s case to court, formally indicting him on charges of abuse of office, fraud, and document forgery in the “Čekiukų” municipal expenses scandal.
On 5 September 2024, Vyšniauskas was officially named a suspect and questioned by the Special Investigation Service (STT) as part of the “Čekiukų” municipal expenses case, being presented with suspicions of abuse of office, fraud, and document forgery.
On 13 August 2024, the Seimas lifted Andrius Vyšniauskas’s parliamentary immunity to allow prosecutors to bring formal charges against him in the so-called “Čekiukų” (receipts) case.
In August 2024, amid a municipal expenses scandal, he announced that he would suspend his TS-LKD party membership and step down as the TS-LKD faction leader and as a member of the Seimas Legal Affairs Committee.
Vyšniauskas’s official income and asset filings did not show unexplained spikes in wealth; investigators in the “Čekiukų” case have not alleged any illicit enrichment beyond the expense reimbursements under scrutiny.
Law enforcement authorities suspect that he submitted 19 falsified documents for reimbursement of his council expenses (2019–2023 term), resulting in over €2,100 being paid out to him unlawfully.
