Jis gimė 1969 m. birželio 19 d. Kaišiadorių rajone, baigė pedagogikos studijas ir teisės magistrantūrą, dirbo seniūnu Trakų seniūnijoje, ėjo Lietuvos savivaldybių seniūnų asociacijos vadovaujančias pareigas, buvo Trakų rajono savivaldybės tarybos narys ir nuo 2020 m. yra išrinktas į Lietuvos Seimą Trakų–Vievio rinkimų apygardoje.
He is married to Eugenija and has a daughter named Aušrinė.
In 1994, he earned a qualification as a teacher of Russian language, literature, and psychology from Vilnius Pedagogical University.
From 2019 to 2020, he worked as a specialist at the Trakai History Museum.
From 1997 to 2003, he served as the Deputy Warden of Trakai Ward in the Trakai District Municipality.
From 1996 to 1997, he served as a specialist at the Trakai Tourist Information Centre.
From 1994 to 1996, he worked as a teacher and psychologist at Secondary School No. 1 in Trakai.
In 1994, alongside his school duties, Kęstutis Vilkauskas also worked as a specialist in folk traditions and customs at the Trakai Cultural House.
During his student years, he also worked at a conflict prevention center.
Following his re-election in 2024, Vilkauskas was appointed as the Chairman of the Seimas Committee on Culture, heading the parliamentary committee for cultural affairs.
He was re-elected to the Seimas in 2024, winning the Trakų–Vievio constituency with 67% of the vote.
In the 2024 Seimas elections, Vilkauskas saw a dramatic surge in support in the Trakų–Vievio single-member constituency. He won ~42% of the vote (5,519 votes) in the first round, a huge jump from the ~16% (2,524 votes) he garnered in the 2020 first round. He again defeated Edita Rudelienė in the runoff (Rudelienė still entered the Seimas via her party’s list), solidifying his mandate for another term.
During the 2020–2024 legislative term, he was a member of the Seimas Committee on Culture and the Committee for the Future.
During the 2020–2024 term, he was the Deputy Chair of the Seimas Commission for Parliamentary Scrutiny of Criminal Intelligence and a member of the Commission for the Cause of Freedom and National Historical Memory.
In the 2020 Seimas elections, Vilkauskas ran in the Trakų–Vievio single-member constituency. He received 2,524 votes (15.87%) in the first round, proceeded to the runoff, and ultimately won the seat in the second round, defeating Edita Rudelienė.
In 2019, he was the Lithuanian Social Democratic Party’s candidate for the mayor of Trakai District Municipality.
He had previously run for Parliament in 2008 and 2016 as a Social Democratic candidate (both in a single-member district and on the LSDP national list), but did not win a Seimas seat in those elections.
As a Member of the Seimas (parliament) since 2020, Vilkauskas earns a base monthly salary of roughly €3,511 before taxes (about €2,180 net).

He is a member of the Trakai Region Local Activity Group and the Trakai Culture and Crafts Association.
He also writes poetry and dances in a folk dance ensemble.
He performed mandatory military service in the late 1980s, interrupting his studies before graduating in 1993.
He has acted in three theater companies over 25 years, performing in numerous plays and with more than 80 roles to his credit.
During his university studies, he was active in cultural arts, dancing and singing in the Vilnius Pedagogical University folklore ensemble Poringė and acting in the Ąžuolas theater studio at the Vilnius Trade Union House.
