Jis gimė 1969 m. birželio 19 d. Kaišiadorių rajone, baigė pedagogikos studijas ir teisės magistrantūrą, dirbo seniūnu Trakų seniūnijoje, ėjo Lietuvos savivaldybių seniūnų asociacijos vadovaujančias pareigas, buvo Trakų rajono savivaldybės tarybos narys ir nuo 2020 m. yra išrinktas į Lietuvos Seimą Trakų–Vievio rinkimų apygardoje.

He was re-elected to the Seimas in 2024, winning the Trakų–Vievio constituency with 67% of the vote.

In 2019, he was the Lithuanian Social Democratic Party’s candidate for the mayor of Trakai District Municipality.

In the 2020 Seimas elections, Vilkauskas ran in the Trakų–Vievio single-member constituency. He received 2,524 votes (15.87%) in the first round, proceeded to the runoff, and ultimately won the seat in the second round, defeating Edita Rudelienė.

He had previously run for Parliament in 2008 and 2016 as a Social Democratic candidate (both in a single-member district and on the LSDP national list), but did not win a Seimas seat in those elections.

Following his re-election in 2024, Vilkauskas was appointed as the Chairman of the Seimas Committee on Culture, heading the parliamentary committee for cultural affairs.

In the 2024 Seimas elections, Vilkauskas saw a dramatic surge in support in the Trakų–Vievio single-member constituency. He won ~42% of the vote (5,519 votes) in the first round, a huge jump from the ~16% (2,524 votes) he garnered in the 2020 first round. He again defeated Edita Rudelienė in the runoff (Rudelienė still entered the Seimas via her party’s list), solidifying his mandate for another term.

According to official asset declarations, Vilkauskas and his wife have consistently declared moderate assets and no large liabilities. Their family assets (a home, some land, a vehicle, and savings) are on the order of a few hundred thousand euros in total, with no sudden unexplained jumps in wealth over the past decade.

Upon becoming a Seimas member in 2020, Vilkauskas’s official income increased substantially. The base salary of a rank-and-file MP (~€3,511 per month before taxes, roughly €2,180 net) is about double what he earned as a municipal ward elder (estimated). This jump reflects his move from local government to the national legislature.

According to official asset declarations, Vilkauskas (together with his wife) has maintained a moderate level of wealth. In recent years, his total declared assets have been on the order of a few hundred thousand euros (a private home, a vehicle, savings), with no significant debts. His net worth has grown gradually alongside his public-service career, with no irregular spikes or unexplained income.

During his university studies, he was active in cultural arts, dancing and singing in the Vilnius Pedagogical University folklore ensemble Poringė and acting in the Ąžuolas theater studio at the Vilnius Trade Union House.
