Nuo 2024 m. lapkričio mėn. yra Seimo narys, Tėvynės sąjungos-Lietuvos krikščionių demokratų frakcijos atstovas. Veikia keliuose Seimo komitetuose ir neformaliuose grupėse, dalyvauja visuomeninėse organizacijose.
Raimondas Kuodis was born on 1 August 1971 in Vilnius, Lithuania.
Raimondas Kuodis is married.
In 2002, Raimondas Kuodis earned a doctorate (PhD) in social sciences (economics).
In 1994, Raimondas Kuodis earned a Diploma in International Relations and Political Science from Vilnius University.
He also obtained a Diploma in Economic Cybernetics from Vilnius University in 1994.
Raimondas Kuodis served as an Adviser to Prime Minister Ingrida Šimonytė on system analysis issues in 2023–2024.
After his second term ended, Raimondas Kuodis left the Deputy Chair position at the Bank of Lithuania in April 2023.
He was reappointed as Deputy Chair of the Bank of Lithuania’s Board for a second six-year term on 19 April 2017.
Kuodis served two consecutive six-year terms as Deputy Chairman of the Bank of Lithuania’s Board from 2011 until 2023.
On 22 April 2011, President Dalia Grybauskaitė appointed Raimondas Kuodis as Deputy Chairman of the Board of the Bank of Lithuania for a six-year term.
He has co-authored several books on Lithuania’s governance and economy, including “Lietuvos tauta: būklė ir raidos perspektyvos” (The Lithuanian Nation: State and Development Prospects) in 2007 and “Lietuvos valdžia: atvirumo link?” (Lithuanian Government: Towards Openness?) in 2009.
He then served as the Director of the Bank of Lithuania’s Economics Department from 2005 until 2011.
Kuodis was the Editor-in-Chief of the economics journal “Pinigų studijos” from 2002 to 2006.
He was a member of the Board of the Bank of Lithuania from 2001 to 2004.
He was the Deputy Director of the Bank of Lithuania’s Monetary Policy Department from 2000 to 2005.
From 1999 to 2000, he headed the Bank of Lithuania’s Economic Research Center.
Kuodis lectured at Vilnius University from 1998 to 2024 and was conferred the title of professor in 2014.
He led the Bank of Lithuania’s Macroeconomics and Forecasting Division from 1998 to 2000.
Raimondas Kuodis worked at the Bank of Lithuania from 1996 to 2023, and served as Deputy Chairman of its Board during that period.
Raimondas Kuodis worked as a research fellow at the Lithuanian Institute of Economics from 1996 until 2009.
He served as a Senior Economist at the Ministry of the Economy of Lithuania from 1995 to 1996.
In December 2025, Raimondas Kuodis officially joined the TS-LKD’s Vilnius District branch, renewing his active party membership.
Since November 2024, he has been a member of the Homeland Union – Lithuanian Christian Democrat Political Group (TS-LKD faction) in the Seimas.
Raimondas Kuodis became a Member of the Seimas (Lithuanian Parliament) on 14 November 2024.
Raimondas Kuodis has been a member of the Homeland Union – Lithuanian Christian Democrats (TS-LKD) party since 1993.
He was one of the founders and early members of the Lithuanian Christian Democratic Party.
He is also a member of the Seimas Anticorruption Commission since 4 December 2024.
He serves as a member of the Seimas Committee on Budget and Finance (appointed on 19 November 2024).
In the 2024 Seimas elections, Raimondas Kuodis moved from 107th to 17th place on the TS-LKD’s candidate list after voters’ preferential votes, securing a seat in the parliament.
Kuodis did not stand in any single-member constituency in the 2024 Seimas elections; he was elected through the TS-LKD’s multi-member national list after voter preferential votes boosted him from 107th to 17th place on the party list.
In the October 2024 elections, Kuodis was one of four candidates who rose from the bottom of their party lists to win a seat in the Seimas due to voters’ preferential votes (reitingavimas).
In the 2024 parliamentary elections, Raimondas Kuodis was elected to the Seimas as a candidate of the TS-LKD via the multi-member national list.
According to asset declarations, Kuodis owns an apartment in Spain valued at approximately €150,000.
As Deputy Chairman of the Bank of Lithuania’s Board (2011–2023), Raimondas Kuodis received a high-level public official salary – around €7,748 per month gross in 2019, a figure even exceeding the President’s official pay at the time.
Between 2013 and 2024, Kuodis’s declared personal wealth grew markedly: from effectively zero assets in 2013 to at least €150,000 in property by 2024, as reflected in public disclosures.
In 2013, Kuodis’s official declaration listed no assets or liabilities in his own name, while his wife Ieva Kuodienė declared substantial holdings – including about 934,000 LTL in real estate (with large loans of 650,000 LTL).
He served as a member of the European System of Central Banks (ESCB) Monetary Policy Committee during 2005–2011.
From 2005 to 2007, Kuodis sat on the supervisory board of the EuroBaltic Centres of Excellence, a social science research and development organization.
Kuodis has been a member of the Council of the Institute of Social Research (Lithuania) since 2002.
Raimondas Kuodis is a member of the Council of Transparency International Lithuania.
He serves on the board of the youth business and education organization Lietuvos Junior Achievement.
Kuodis has been a member of the governing councils or senates of multiple universities, including Vilnius University, ISM University of Management and Economics, and Kaunas University of Technology.
During 2012–2014, while serving at the Bank of Lithuania, Kuodis concurrently held a 0.25-time docent position at Kaunas University of Technology (KTU). A 2017 academic ethics inquiry found that he had not delivered regular lectures as required for that KTU post, despite receiving a salary, thus violating university and legal norms.
In early 2023, Kuodis supported a windfall tax on banks’ profits, noting that during the war in Ukraine banks were "suddenly getting money from the sky."
In a November 2021 interview, Kuodis argued that political corruption ‘pays off’ for politicians, creating a harmful imbalance in politics at the expense of society.
He also joined the Provisional Group of Friends of Neringa in the Seimas on 3 December 2024.
Kuodis participates in parliamentary informal groups, including the Group for Relations with International Financial Institutions (joined 21 November 2024).
He is a member of the Seimas Provisional Group for Relations with the Organisation for Economic Cooperation and Development (OECD) since November 2024.
In 2002, he contributed to developing Lithuania’s long-term economic development strategy up to 2015 by authoring the section on state financial strategy.
He is fluent in English and has advanced knowledge of Russian.
