Jis turi diplomas iš Vilniaus universiteto tarptautinių santykių, politikos mokslų ir ekonominės kibernetikos, taip pat socialinių mokslų daktaro laipsnį ekonomikos srityje. Kuodis dirbo Lietuvos ekonomikos ministerijoje, taip pat Banko Lietuvos valdybos pavaduotoju nuo 2011 iki 2023 metų. Nuo 2024 m. lapkričio mėn. yra Seimo narys, Tėvynės sąjungos-Lietuvos krikščionių demokratų frakcijos atstovas. Veikia keliuose Seimo komitetuose ir neformaliuose grupėse, dalyvauja visuomeninėse organizacijose.

During 2012–2014, while serving at the Bank of Lithuania, Kuodis concurrently held a 0.25-time docent position at Kaunas University of Technology (KTU). A 2017 academic ethics inquiry found that he had not delivered regular lectures as required for that KTU post, despite receiving a salary, thus violating university and legal norms.
