He holds a Master’s degree in Public Policy Analysis and a Bachelor’s degree in Political Science from Vilnius University.
He completed his secondary education at Vilnius Jesuit High School.
As of 2025, Bužinskas continues to serve as the Director of Vilnius City Municipality Administration under Mayor Valdas Benkunskas, having remained in this position through and after the 2024 parliamentary elections.
Upon becoming Vilnius City Municipality Administration Director in 2023, Bužinskas’s official salary was around €4,600 per month before taxes (approximately €2,800 net), in line with the established pay for that position (recorded as €4,584 gross in 2020).
In April 2023 he was appointed as the Director of Administration of Vilnius City Municipality by the newly elected Mayor Valdas Benkunskas.

He was re-elected to the Vilnius City Council in 2019 but did not assume the seat due to an incompatibility with his administrative position.

As a Vilnius City Council member (2015–2019), Bužinskas did not receive a regular salary; councilors were compensated through expense allowances (a system later replaced in mid-2023 by a fixed stipend of about €805 net per month).
He is a member of the Tėvynės sąjunga–Lietuvos krikščionių demokratai (Homeland Union–Lithuanian Christian Democrats) party.
In the 2024 Seimas elections, Bužinskas was included on the TS-LKD candidate list, but he did not win a parliamentary seat. The TS-LKD party secured 17 seats via the proportional vote, and Bužinskas’s position on the list was not high enough for a mandate; nor did he win in any single-member constituency.
Bužinskas’s asset declarations over the past decade have not shown any extraordinary wealth. He has not appeared among top-wealthy public officials (in 2023 the VMI identified 121 individuals with over €1 million in assets, a list that did not include Bužinskas), and his declared assets are broadly consistent with a public servant’s income (for comparison, the average Seimas member’s assets were about €280,000 in 2024).
While working in the city administration, Bužinskas served as the chairman of the board of municipal companies AB Vilniaus šilumos tinklai and UAB Vilniaus vandenys.
In 2025, the opposition Social Democrats questioned Bužinskas’s accountability after it came to light that a company employing his wife had been winning public contracts in Vilnius.
A Social Democrat councilor noted that advertising agency “Co:agency” started thriving after Bužinskas rose to his senior post and that Bužinskas’s wife works at this agency.
Bužinskas acknowledged that the Vilnius city administration had procured services from journalist Andrius Tapinas’s channel Laisvės TV, which critics in LSDP condemned as spending millions on questionable PR projects.
Opposition politicians in 2025 pointed out a potentially unexplained boost in Bužinskas’s household prosperity: after Bužinskas assumed a top post in Vilnius, the “Co:agency” firm employing his wife significantly increased its success in municipal tenders. This raised suspicions that benefits accruing to the family might not be fully accounted for by Bužinskas’s official salary, although no legal violations were confirmed.
The Chief Official Ethics Commission (VTEK) opened an investigation in June 2023 into Bužinskas’s conduct during the Florida trip, examining whether using a sports car rental at municipal expense violated ethics rules.
During a September 2022 official trip in the United States, Bužinskas and then-administration director Lina Koriznienė rented a Ford Mustang convertible using municipal funds.
