Jis baigė Vilniaus Vladislavo Sirokomlės vidurinę mokyklą, Vilniaus universiteto Tarptautinių santykių ir politikos mokslų institutą ir Mykolo Romerio universitetą, kur įgijo diplomus politologijoje ir Europos Sąjungos administracijoje. Politinę veiklą pradėjo talkindamas Seimo nariams, vėliau ėjo Europos Parlamento nario biuro vadovo pareigas. Nuo 2016 m. yra Lietuvos Seimo narys, priklauso demokratų frakcijai „Vardan Lietuvos“. Buvo aktyvus Lietuvos valstiečių ir žaliųjų sąjungoje, o 2021 m. iš jos buvo pašalintas. Jis aktyviai dalyvavo asociacinėje ir politinėje veikloje, rengiant rinkimų programas, steigdamas profesines sąjungas, koordinuodamas referendumo kampanijas ir remdamas jaunų šeimų būsto įsigijimą regionuose.
Tomas Tomilinas was born on 22 April 1983 in Vilnius, Lithuania.
He speaks five languages: English, Polish, Russian, Belarusian, and German.
He is married and has four children.
His spouse, Zita Tomilinienė, is the founder and head of the Crisis Pregnancy Center (Krizinio Nėštumo Centras), a non-profit organization that assists women with unplanned pregnancies.
In 2007, he earned a diploma in European Union administration from Mykolas Romeris University.
In 2005, he obtained a diploma in political sciences from the Institute of International Relations and Political Science at Vilnius University.
He graduated from Vilnius Vladislavas Sirokomlė Secondary School in 2001 (now Vladislavas Sirokomlė Gymnasium).
From 2014 to 2016, Tomilinas served as the head of Member of European Parliament Bronis Ropė’s office.
From 2008 to 2012, he was an assistant to Antanas Baura, Member of the Seimas.
In 2005, he co-authored a book on Belarusian politics titled "Baltarusija: misija įmanoma" ("Belarus: Mission Possible").
From 2004 to 2008, he worked as an assistant to Seimas member Laima Mogenienė.
He has authored three books.
Before entering politics, Tomilinas worked as a consultant to trade unions and as an adult education specialist.
He is currently serving as a member of the Fourteenth Seimas, having commenced his term on 14 November 2024.
He was one of the founders of the Union of Democrats "For Lithuania" in 2022.
In September 2021, he and a group of ex-LVŽS members led by Saulius Skvernelis formed a new parliamentary faction, the Democrats "For Lithuania" group, in the Seimas.
He was expelled from the Lithuanian Farmers and Greens Union on 30 July 2021.
In June 2021, the LVŽS sanctioned Tomilinas for breaking with the party line to support a civil partnership bill. The LVŽS Council removed him from his party posts – including Deputy Party Chair, shadow Social Affairs Minister, and Seimas faction vice-chair – citing that his stance on the gender-neutral partnership law “clearly ran against the party’s values.”
He was re-elected and served as a member of the Thirteenth Seimas (2020–2024).
After the 2020 elections, Tomilinas served as the shadow Minister of Social Affairs and Labour in the LVŽS opposition "shadow cabinet" until mid-2021.
In 2018, he initiated a financial support program for young families to acquire housing, aimed at helping Lithuania’s regions.
He served as a member of the Twelfth Seimas of Lithuania from 2016 to 2020.
Since 2012, he has served as a deputy chairman of the Lithuanian Farmers and Greens Union.
He was a founder of the "Green Faction" within the Lithuanian Peasant Popular Union in 2010.
Tomilinas became a member of the Lithuanian Farmers and Greens Union (LVŽS) in 2002.
He was the coordinator and a member of the working groups that drafted his party’s election programmes in 2012, 2016, 2020, and 2024.
He played an active role in developing the LVŽS party’s ideology and programme.
On 29 September 2022, he was unanimously elected Deputy Chair of the Seimas Commission for Prevention of Addictions.
During the 2020–2024 term, he served as the Chair of the Seimas Parliamentary Group for Relations with the Republic of Korea.
He was also a member of the Seimas Committee on Environment Protection during the 2020–2024 term.
In the 2020–2024 Seimas, he served as Deputy Chair of the European Affairs Committee.
During 2016–2020, he was Deputy Chair of the Seimas Social Affairs and Labour Committee.
He actively contributed to establishing two new permanent parliamentary commissions: the Commission for Sustainable Development and the Commission for Healthy Lifestyle.
In 2024, he was elected to the Seimas as a candidate of the Union of Democrats "For Lithuania" via its party list.
In 2024, the Union of Democrats "For Lithuania" nominated Tomilinas as one of its candidates for the European Parliament elections scheduled for 9 June 2024.
He was re-elected to the Seimas in 2020, again as a candidate of the LVŽS through its national list.
In the 2020 parliamentary elections, Tomas Tomilinas was elected to the Seimas as the representative of the Deltuvos North single-member constituency.
In the 2016 parliamentary elections, Tomilinas was ranked 47th on the LVŽS party list; by the 2020 elections, he had risen to a top-five position on the LVŽS list.
Tomilinas ran in the Panerių single-member constituency (Vilnius) in 2016 but did not win, entering the Seimas via the party list. In 2020, he switched to the Deltuvos North constituency and won in the run-off with 51.59% of the vote (22.15% in the first round).
In the 2016 parliamentary elections, Tomilinas was elected to the Seimas via the LVŽS party list.
According to his 2024 asset declaration, Tomilinas reported having no cash savings (his declaration showed “zero” in bank accounts). Media highlighted this, and Tomilinas responded that he does indeed have money despite the declared zeros.
By the end of his second Seimas term (2020–2024), he had not accumulated any savings. Tomilinas explained that it was difficult to save money while raising four children, and that all his earnings were spent on supporting his family.
Tomilinas’s declared assets saw a major increase upon becoming an MP. For the year before his election, he had declared about €88,000 in real estate and a €76,400 loan, whereas upon entering the Seimas he reported €325,000 of registrable assets alongside a €263,800 loan.
In 2015, the year before he entered parliament, Tomilinas declared earning around €15,800 (annual income).
He was the coordinator of the campaign for the 2012 referendum on a nuclear power plant.
In 2007, he was one of the initiators of establishing trade unions in retail chains.
He co-founded the Socialinių investicijų valdymo centras (Social Investment Management Center) in 2007.
He has worked to promote the ideas and preserve the historical legacy of President Kazys Grinius.
Tomilinas has stated that he is not in politics for financial gain but for the personal fulfillment he experiences – he said that working in the Seimas gives him a “catharsis”.
