Baigė vidurinę mokyklą Utenos Dauniškio vidurinėje mokykloje, vėliau įgijo buhalterinės apskaitos specialisto kvalifikaciją Utenos kolegijoje ir įmonių valdymo studijas Kauno technologijos universitete. Dirbo privačiame versle, ėjo įmonės UAB „Nelikvidai“ direktoriaus pareigas, taip pat buvo analitikas UAB „Geppa“. 2019–2023 m. buvo Utenos rajono savivaldybės tarybos narys ir vicemeras. Nuo 2024 m. lapkričio 14 d. yra Seimo narys, priklausantis Mišriai Seimo narių grupei ir dalyvaujantis Valstybės valdymo ir savivaldybių komitete. Nuo 2003 m. iki 2022 m. buvo Darbo partijos narys, vėliau vadovavo politiniam komitetui „Stipri Utena“. 2024 m. laimėjo Seimo rinkimus Utenos vienmandatėje apygardoje kaip savarankiškai išsikėlęs kandidatas.
Vitalijus Šeršniovas was born on November 29, 1979 in Utena, Lithuania.
He is married.
He earned a degree in Enterprise Management from Kaunas University of Technology in 2011.
In 2005, Šeršniovas graduated from Utenos kolegija (Utena College) as a specialist in accounting.
He finished secondary education at Utenos Dauniškio Secondary School in 1998.
As Utena District’s Vice-Mayor (2019–2023), Šeršniovas had a gross monthly salary of roughly €4,400 (about €50,000 per year).
In 2018–2019, he worked as an analyst at the company UAB “Geppa.”
He served as the director of UAB “Nelikvidai” from 2017 to 2019.
From 2010 to 2018, he was engaged in a private business focusing on residential home construction.
Šeršniovas served in the Lithuanian Armed Forces as part of his military service, an experience he later described as his most important decision.
In December 2024, he also joined the Seimas’ informal “Against Mass Immigration” group, aligning himself with a faction of MPs opposed to large-scale immigration.
Since December 5, 2024, Šeršniovas has served as the chairman of the Seimas’ Inter-Parliamentary Relations Group with the Kingdom of Morocco.
He became a member of the Seimas (Parliament) of Lithuania on November 14, 2024, starting his 2024–2028 term.
After the 2024 elections, he joined the Mixed Group of Seimas Members, as he did not affiliate with any parliamentary faction.
He secured a seat in the Utena District Municipal Council for the 2023–2027 term as one of five “Stipri Utena” committee representatives.
He served as the chairman of the local political committee “Stipri Utena” (Strong Utena) from 2022 to 2024.
In August 2022, he suspended his membership in the Labour Party and announced plans to help form a new electoral committee.
Šeršniovas was elected to the Utena District Municipal Council in 2019 and was appointed as the Vice-Mayor of Utena District the same year.
He was a member of the Labour Party (Darbo partija) from 2003 until 2022.
Since November 19, 2024, he has been a member of the Seimas State Administration and Local Government Committee.
Since 2024, Šeršniovas has also served as a member of the Seimas Youth and Sports Affairs Commission (Jaunimo ir sporto reikalų komisija).
After a recount of first-round votes in 2024, incumbent MP Edmundas Pupinis (TS-LKD) narrowly overtook Gintautas Paluckas by 48 votes for the second runoff spot against Šeršniovas.
In the October 2024 parliamentary election, he was elected from the Utenos single-member constituency (No. 51) as an independent candidate.
He was one of only two self-nominated candidates (alongside Viktoras Fiodorovas) to win a seat in the 2024 Seimas elections.
In the 2024 runoff election in Utena, Šeršniovas defeated incumbent MP Edmundas Pupinis, securing about 70% of the vote.
He contested the 2023 Utena District mayoral election as the leader of the “Stipri Utena” committee, advancing to the runoff but losing to Marijus Kaukėnas.
Šeršniovas contested the 2020 parliamentary elections in the Utenos single-member constituency as a candidate representing the Labour Party.
Šeršniovas was listed 39th on the Labour Party’s national candidate list in 2020, but after preferential ("pirmumo") votes were counted he rose to 29th place on the list.
On November 21, 2022, Utena district Vice-Mayor Šeršniovas was caught driving under the influence of alcohol (0.43‰ blood alcohol level); he admitted his guilt publicly.
In July 2025, Šeršniovas announced plans to introduce a bill to allow local road authorities (municipalities) to decide on installing green turn-arrow traffic lights, arguing that the national removal of these “green arrows” caused unnecessary traffic jams and that municipalities can best judge where they are needed.
In November 2021, as Utena’s Vice-Mayor, Šeršniovas drew criticism for complaining about pressure to vaccinate, sharing conspiracy-like views, and using vulgar language when discussing COVID-19 restrictions.
He speaks English and Russian, both at an advanced user level.
His hobbies include running, cycling, playing volleyball, fishing, and participating in hiking trips.
