He earned a Master’s degree in Public Administration from Mykolas Romeris University, graduating in 2011.
He graduated from Vilnius State Pedagogical Institute in 1983 as a qualified mathematics teacher.
Narkevič’s wife, Irena Narkevič, also worked in public administration – she was the Deputy Director of the Trakai District Municipality Administration from 2008 to 2012 (even briefly serving as the acting director of the administration).
From 2007 to 2008, he was Deputy Director of the Vilnius City Municipality Administration.
He headed the Education Division of the Vilnius District Municipality Administration from 2001 to 2007.
From 1983 until 2001 he worked as an educator in Trakai District, serving as a mathematics teacher at Salkininkai Primary School and as the headmaster of Šklėriai Basic School.
Narkevič is by profession a mathematics teacher, having worked in education before entering politics.
In the Seimas, he sits with the joint Lithuanian Farmers and Greens Union and Christian Families Alliance parliamentary group.
In 2024, he returned to the Seimas for the 2024–2028 parliamentary term (took office on 14 November 2024).
Narkevič served as Lithuania’s Minister of Transport and Communications from 2019 to 2020.
He served as a Deputy Speaker of the Seimas during the 2012–2016 parliamentary term.
He served as a member of the Seimas Board during the 2012–2016 term.
He was also a member of the Seimas Conference of Chairs (Council of Elders) during 2012–2016.
He is a member of the Electoral Action of Poles in Lithuania–Christian Families Alliance (LLRA-KŠS) party.
He has been a member of the AWPL–KŠS party’s central council since 2008.
He served as a member of the Seimas (Lithuanian Parliament) for three consecutive terms from 2008 to 2020.
He served as a member of the Trakai District Municipal Council from 2000 to 2011.
He serves as a deputy chairman of the Electoral Action of Poles in Lithuania–Christian Families Alliance (LLRA-KŠS) party.

In the 2024 Seimas elections, running in the Šalčininkų–Vilniaus single-member constituency, Narkevič won an outright victory in the first round with 8,424 votes (46.75% of the vote), thereby securing the parliamentary seat without a runoff.
He was an AWPL-KŠS candidate for the European Parliament in 2024.
In the 2024 elections he won a seat in the Seimas from the Šalčininkų–Vilniaus single-member constituency.
He ran for the position of Mayor of Trakai District Municipality in 2023, representing the LLRA-KŠS party.
He advanced to the runoff in a Trakai District mayoral election (facing Liberal candidate Andrius Šatevičius), but lost in the second round, receiving about 45.9% of the vote to Šatevičius’s 52.4%.
In the 2020 parliamentary elections, Narkevič was listed 7th on the LLRA-KŠS party list, but the party fell short of the 5% threshold (earning only ~4.8% of votes). Consequently, he lost his seat as LLRA-KŠS did not secure any representation in the Seimas that term.
In the 2012 Seimas elections, AWPL obtained 5.7% of the national vote and won 5 parliamentary mandates. Narkevič was re-elected as one of those MPs via the party’s multi-member list.
The State Tax Inspectorate (VMI) opened an investigation into Narkevič’s family wealth, analyzing the sources of his assets. The review was prompted by significant deposits and property holdings that appeared disproportionate to declared income.
During his tenure as Minister of Transport and Communications (2019–2020), his monthly salary was about €3,758 gross (approximately €2,700 net) according to averages for ministers.
Narkevič’s wife (I. Narkevič) declared holding approximately €105,000 worth of Lithuanian government bonds in 2015. This indicates a substantial investment made by the family that year in state securities.
In 2012, Narkevič declared that he and his wife deposited about 1.5 million LTL (approximately €439,000) into bank accounts. He has not publicly explained the origin of these funds, which later drew scrutiny from authorities.
While serving as Head of the Education Division in Vilnius District Municipality (2001–2007), his position as a municipal department chief likely came with a salary slightly above a teacher’s (around 1,500–2,000 LTL monthly by the mid-2000s, estimated).
As a school teacher in the 1980s–1990s, Narkevič earned a modest salary (e.g., in 2004 the average teacher’s monthly pay was about 1,319 LTL gross, roughly €380). Earlier in 2000, a teacher’s salary was lower (~800–1,000 LTL per month, estimated).
He was awarded the Officer’s Cross of the Order of Merit of the Republic of Poland for service to Poland.
He has also received Poland’s Gold Cross of Merit award.
In 2022, he was elected Chairman of the World Polonia Council (Rada Polonii Świata).
One of Narkevič’s daughters, Karolina Narkevič, has also been involved in public service: she served as Deputy Director of the Trakai District Municipality Administration from 2014 and later worked as an adviser to the Minister of Culture.
He was a member of the Lithuanian delegation to the Lithuania–Ukraine Parliamentary Assembly during the Seimas’ 2012–2016 term.
He was also a member of the Seimas delegation to the joint Parliamentary Assembly with the Polish Sejm and Senate in 2008–2012.
His family’s financial activities extended to his children as well: according to VRK data, one of Narkevič’s daughters (Karolina) made a 12,000 LTL bank deposit in 2012, and in 2008 both of his daughters purchased land in Žaizdrių village (Trakai) with a combined value of about €33,000.
He is also a vice-chairman of the Union of Poles in Lithuania (ZPL).
He is married and has two children.
He speaks multiple languages, including Polish, French, and Russian in addition to Lithuanian.
