Arminas Lydeka

Arminas Lydeka was born on 21 February 1968 in Alytus, Lithuania.

In 1997, he pursued a traineeship at the University of Amsterdam in the Netherlands.

In 1995, he completed a traineeship at the University of London in the United Kingdom.

In 1994, Arminas Lydeka undertook a traineeship at Aarhus University in Denmark.

In 1993–1994, he obtained a Master’s degree in Sociology of International Relations at Lomonosov Moscow State University.

He earned a higher education diploma in Sociology and Political Science from Lomonosov Moscow State University (Faculty of Social Sciences) in 1986–1993.

From 2016 to 2020, Lydeka served as a Chief Consultant at the Seimas Ombudsmen’s Office.

From 2016 to 2020, during his hiatus from Parliament, Lydeka worked as the Chief Consultant at the Seimas Ombudsmen’s Office. While no specific salary is published for this role, public data show that the Ombudsmen’s Office staff had an average gross monthly salary of about €3,075 in recent years. It is estimated that Lydeka’s salary in that period would have been roughly in the €2,500–3,500 gross per month range (estimated), given his senior position.

He headed the National Human Rights Institution under the Seimas Ombudsmen’s Office in 2013–2014.

From 1994 to 2000, he worked as a lecturer at Vilnius University, teaching at the International Business School, the Institute of International Relations and Political Science, and the Faculty of Communication.

He was the Director for International Relations at the Confederation of Lithuanian Industrialists from 1994 to 1995.

In 1993 he was a member of Lithuania’s delegation for consular negotiations with the Russian Federation.

He served as a Member of the Seimas again in the 2020–2024 parliamentary term.

After a brief absence, Lydeka returned as a Member of the Seimas from 2014 to 2016.

Arminas Lydeka has been a member of the Liberals Movement of the Republic of Lithuania since 2012.

In September 2010, Lydeka left the Liberal and Centre Union’s parliamentary faction and joined the Liberal Movement’s faction, effectively switching parties during the 2008–2012 Seimas term.

He continued to serve as a Member of the Seimas in the 2008–2012 term.

He was re-elected and served as a Member of the Seimas during the 2004–2008 parliamentary term.

In 2004, Arminas Lydeka briefly served as a Member of the European Parliament.

In 2003, after the formation of the Liberal and Centre Union (LiCS), Lydeka joined that party and was a member until about 2012, when he switched to the Liberals’ Movement.

He was Deputy Head of the Seimas observers’ delegation to the European Parliament in 2003–2004.

Lydeka began his legislative career after the 2000 elections, when he was elected to the Seimas via the Lithuanian Liberal Union’s national list. He went on to serve in three consecutive parliaments from 2000 to 2012, switching to the Liberal and Centre Union in 2003 (after a party merger) and later to the Liberal Movement by 2012.

Arminas Lydeka first became a Member of the Seimas (Lithuanian Parliament) in 2000, serving until 2004.

Arminas Lydeka became a member of the Lithuanian Liberal Union (LLS) in 1998 and even served on the party’s Board from 1998 to 1999, remaining with LLS until its merger in 2003.

He was again Deputy Chair of the Seimas Committee on European Affairs during the 2020–2024 term.

In the 2020–2024 term, he was Deputy Head of the Seimas Delegation to the Parliamentary Assembly of the Council of Europe.

He headed the Seimas Inter-Parliamentary Relations Group with the Swiss Confederation during 2020–2024.

During his 2014–2016 tenure in the Seimas, Lydeka also served as a member of the Seimas Commission for Ethics and Procedures from April 29, 2015 until November 14, 2016.

He served as Deputy Chair of the Seimas Committee on European Affairs from 2014 to 2016.

He later served as an alternate member of the Seimas delegation to the OSCE Parliamentary Assembly in 2014–2016.

He served as the Chair of the Seimas Delegation to the Assembly of the Western European Union (WEU) from late 2009 until the end of the 2008–2012 parliamentary term.

He again held the position of Chair of the Seimas Committee on Human Rights in the 2008–2012 term.

He was the Head of the Seimas Inter-Parliamentary Relations Group with the Kingdom of Spain in 2008–2012.

Lydeka served as the Chair of the Seimas Committee on Human Rights from 2004 to 2008.

He was Deputy Head of the Seimas Delegation to the OSCE Parliamentary Assembly in 2004–2008.

During his first term (2000–2004), he was Deputy Chair of the Seimas Committee on Human Rights.

He chaired the Seimas Inter-Parliamentary Relations Group with the Kingdom of Portugal during the 2000–2004 term.

In the 2024 elections, Lydeka was placed 6th on the Liberalų sąjūdis (Liberal Movement) candidate list. The party’s performance in 2024 ensured that he obtained a mandate via the multi-member list, and he began serving in the Seimas again from 14 November 2024.

After a four-year break, he was re-elected to the Seimas in 2020 via the Liberal Movement’s party list.

In the 2020 parliamentary elections, Lydeka stood as the Liberal Movement’s candidate in the Verkių single-member constituency in Vilnius. He did not win that district seat, but he secured a Seimas mandate via the party’s multi-member list. He was initially ranked 9th on the Liberal Movement list and moved up to 8th place after preferential votes were counted, which allowed him to enter the Seimas when the party won its seats.

He entered the Seimas in July 2014 as a replacement member, elected via the Liberal Movement’s list mid-term.

In the 2012 parliamentary elections, Lydeka received 6,004 preferential (ranking) votes on the Liberal Movement’s candidate list, which boosted his position from 26th to 10th on the list. However, the party’s share of mandates was not enough to seat him in the Seimas immediately; he returned to Parliament in mid-2014 when a Liberal Movement MP’s resignation opened up a list vacancy.

In the 2008 parliamentary elections, Lydeka ran in a single-member constituency under the Liberal and Centre Union (LiCS) banner but failed to advance to the second round (run-off). He did not secure enough votes in the first round to move on, effectively losing that district race.

As a Member of Parliament, Lydeka’s official salary was approximately €3,608.4 per month gross (about €2,183 net) before late 2024. After a pay reform in October 2024, the base monthly salary for Seimas members nearly doubled to €6,248.9 gross (~€3,781 net).

By 2023, Lydeka’s declared personal assets had grown to roughly €1.36 million (up from €1.312 million the year before), with no debts. He remained among the top three wealthiest Seimas members, with about €1.13 million of his wealth in Lithuanian real estate (apartments) and around €209,000 in liquid funds.

Lydeka’s asset declarations in recent years show a small outstanding loan he provided to someone. Both the 2022 and 2023 declarations note that he had about €9,300 lent out that had not been repaid. This receivable remained unchanged year-to-year, and Lydeka reported having no personal debts of his own during this period.

According to his 2020 asset declaration, Arminas Lydeka had a declared wealth of slightly over €1 million. This included about €904,850 in real estate (apartments), around €18,000 in vehicles, and roughly €123,000 in cash or bank deposits.

Lydeka’s accumulation of wealth has outpaced what could be expected from his official income, raising questions about its sources. By 2020, he declared over €1 million in assets, whereas an MP’s total gross salary for a four-year term is roughly €100,000 (around €26,000 per year). This suggests that a significant portion of his wealth came from other sources – such as real estate investments or savings – since such gains cannot be explained by salary alone (no detailed public record of these sources is available).

Lydeka has leveraged his expertise in protocol and etiquette through paid seminars and consulting. Even while serving as an MP, he continued to conduct educational seminars on these topics. In 2010, another parliamentarian questioned whether Lydeka’s honoraria for seminars violated the ban on other employment, but Lydeka argued that this activity qualified as a creative endeavor (permitted by the Constitution) rather than regular employment.

Earlier in his career, Lydeka invested in foreign real estate. He purchased an apartment in southern Spain but later sold it for a profit, explaining that while he was attracted by Spain’s climate, managing a property abroad proved too difficult. He noted that the purchase was driven by personal interest rather than an attempt to generate income.

After the 2012 Seimas elections, Lydeka was found to have made an improper campaign contribution: on June 12, 2012, he donated nearly 3,300 litai to his party (Liberal and Centre Union) after the election, a late donation that by law should have been returned to the donor. The party failed to refund this contribution as required by campaign finance regulations.

Around 2010, Lydeka was involved in an illegal renovation controversy: he attempted to raise the attic of a protected heritage building in Vilnius, which led to work being halted by authorities. He later removed the unauthorized changes, revised the plans, and obtained the necessary permits.

In 1994, Foreign Minister Povilas Gylis signed an order recalling Arminas Lydeka from his post as First Secretary at the Lithuanian Embassy in Russia. The dismissal was due to a loss of trust following an internal audit that found missing visa fees, amid suspicions that Lydeka helped Russians obtain visas for payment.

He was awarded the Portuguese Order of Merit, rank of Grand Officer (Ordem do Mérito, Grau de Grande Oficial).

He received Spain’s Order of Civil Merit (Orden del Mérito Civil).

Lydeka’s wife, Brigita Lydekienė, has also amassed substantial assets. As of the 2023 declarations, she owned about €978,000 worth of apartments in Lithuania and held nearly €50,000 in cash savings. In total, the Lydeka family’s combined net worth was approximately €2.38 million.

Arminas Lydeka is married to Brigita Olga Lydekienė (identified in some sources as Olga Brigita Lydekienė) and they have a daughter, Armintė, born in 1998. Lydeka’s wife has been noted for significant property holdings in asset declarations, with a high-value apartment in her name, contributing to the family’s substantial net worth.

He authored “Protokolas: elgesio taisyklės” (“Protocol: Code of Conduct”), published in 2009 and updated with a second edition in 2016.

He is also the author of “Etiketas kiekvienam” (“Etiquette for Everyone”), first published in 2004 with a second edition (and an audiobook) in 2008.

Arminas Lydeka has authored multiple books on protocol and etiquette, including works published in 1999, 2000, 2002, 2004, 2008, and 2016.

He wrote the book “Protokolo pagrindai kiekvienam…” (“Fundamentals of Protocol for Everyone”), which had multiple editions released in 1999, 2000, and 2002.

Lydeka has written scholarly articles on law and national security and has conducted various educational seminars on these topics.
