He is married to Jolita Lingė and has two daughters, Jogailė and Mėta.
He graduated from Vilnius University in 2007, earning a degree in social work.
He holds a Master’s degree in Social Work from Vilnius University, obtained in 2007.
In 2000, he finished Rietavas “Aušros” Catholic Secondary School.
From 2019 to 2020, he was a lecturer at Vilnius University’s Institute of International Relations and Political Science (VU TSPMI).
As a Presidential adviser (a senior civil service position), his monthly salary was approximately €4,600 before taxes.
During 2003–2006, Mindaugas Lingė worked in administrative roles for the Lithuanian Christian Democrats (first as office administrator and later as office head), positions that carried only modest salaries (likely a few hundred euros per month, estimated for that period).
On November 5, 2024, he was elected as the leader (seniūnas) of the TS-LKD parliamentary group in the Seimas.
He also briefly led the TS-LKD parliamentary faction in the final months of the 2020–2024 Seimas (September–November 2024).
After the 2024 elections, his TS-LKD faction became the largest opposition group in the Seimas with 28 members, led by Lingė as faction head.
He was the head of the Homeland Union’s election headquarters during the 2024 parliamentary elections.
He served as Deputy Executive Secretary of the TS-LKD party from 2019 to 2020.
From 2009 to 2019, he was President Dalia Grybauskaitė’s adviser on domestic policy.
He became a member of the Homeland Union – Lithuanian Christian Democrats (TS-LKD) in 2008.
He was the chief of the Lithuanian Christian Democrats’ election headquarters during the 2007 municipal elections.
He served as an adviser to President Valdas Adamkus from 2006 to 2009.

In December 2022, the TS-LKD nominated Mindaugas Lingė to replace Mykolas Majauskas as the Budget and Finance Committee chairman.
During 2020–2024, he was a member of the Seimas European Affairs Committee.
He also served as a member of the Seimas Anti-Corruption Commission in the 2020–2024 term.
He was the Chair of the Seimas Social Affairs and Labour Committee from 2020-11-19 to 2022-12-16.
In the 2024 parliamentary elections, Lingė was again elected from the Šeškinės–Šnipiškės single-member district. He won re-election by defeating Social Democratic candidate Rasa Budbergytė in the runoff.
In the 2024 Seimas elections, he successfully defended his single-member constituency seat, again defeating a Freedom Party candidate in the runoff to secure re-election.
He won re-election to the Seimas in 2024, again in the Šeškinės–Šnipiškės constituency (No. 6).
In the 2020 Seimas elections, Lingė advanced to the runoff in the Šeškinės–Šnipiškės single-member constituency and won the seat by defeating Freedom Party candidate Morgana Danielė in the second round.
In the 2020 Seimas elections (first round), Lingė led the Šeškinės–Šnipiškės constituency with 28.86% of the vote, nearly double that of the runner-up (15.03%).
He was elected to the Seimas in 2020, representing the Šeškinės–Šnipiškės single-member constituency (No. 6).
As of late 2024, serving as the TS-LKD parliamentary faction leader, Lingė’s official gross monthly salary is roughly €2,743 (before taxes). This is in line with the statutory pay level for a caucus leader of a 21–30 member faction.
He is not listed among the wealthiest members of the Seimas; according to the tax inspectorate’s published data, Lingė’s declared assets are relatively modest (the smallest fortune in the top tier of MPs was about €740,000).
Public records show no unusual spikes in his wealth over the past decade – his declared assets have grown gradually in line with his public service income, with no sudden unexplained increases noted.
In December 2023, he faced an ethics inquiry over an undisclosed meeting with the VTEK chief, but the Seimas Ethics Commission decided not to pursue an investigation.
In February 2024, as BFK chairman, he introduced amendments to further tighten gambling advertising from 2025.
He responded to an IMF proposal to tax pensions by saying that Lithuania should first focus on collecting more budget revenue if it wants to increase pensions.
In April 2018, as presidential adviser, he dismissed as false the claims that President Dalia Grybauskaitė coordinated the Prosecutor General’s appointment with the MG Baltic business group.
His wife, Jolita Lingė, is not a public official or business figure, and no financial disclosures or records indicate any significant assets or income in her name apart from the family’s jointly declared property.
He is fluent in English and French.
He has no known business or corporate affiliations; all of his career positions have been in public service or political organizations.
