Nuo 2019 iki 2023 metų buvo Šiaulių rajono savivaldybės tarybos narys, o 2023–2024 m. užėmė vicemero pareigas. Nuo 2024 m. lapkričio 14 d. yra Lietuvos Respublikos Seimo narys, atstovaujantis Lietuvos valstiečių ir žaliųjų sąjungos frakciją, dalyvauja keliuose Seimo komitetuose bei grupėse, taip pat eina parlamentinės grupės pavaduotojo pareigas.
He is married and has two children, a son named Matas and a daughter named Jonė.
Eimantas Kirkutis was born on 8 June 1990 in Kuršėnai, Lithuania.
In 2013, he graduated from Šiaulių universitetas with a degree in construction engineering.
During his tenure as Vice Mayor of Šiaulių District Municipality (2023–2024), Kirkutis earned roughly €1,957 gross per month (about €1,286 after taxes).
In 2023, Kirkutis was appointed as a board member of the Šiaulių Region Waste Management Centre (ŠRATC).
From 2014 to 2023, he was the head of the housing division at UAB Kuršėnų komunalinis ūkis.
In 2014, he worked as a manager at the municipal utility company UAB Kuršėnų komunalinis ūkis.
On 18 September 2025, he was appointed Deputy Chair of the Lithuanian Farmers and Greens Union and Christian Families Alliance parliamentary group in the Seimas.
He has been a member of the Seimas (Parliament of Lithuania) since 14 November 2024.
Kirkutis served as Vice Mayor of Šiaulių District Municipality from 2023 until 2024.
He became a member of the Lithuanian Farmers and Greens Union (LVŽS) in 2020.
He served as a member of the Šiaulių District Municipal Council from 2019 to 2023.
He served as Deputy Chair of the Seimas Committee for the Future from 5 December 2024 to 16 October 2025.
Since 4 December 2024, he has been a member of the Seimas Commission for Youth and Sport Affairs.
On 19 November 2024, he became a member of the Seimas Committee on Social Affairs and Labour.
In the 2024 Seimas election run-off, Kirkutis was elected with 59.05% of the vote in Šiaulių krašto constituency, defeating his opponent Vytautas Slabys (35.51%).
In the first round of the 2024 Seimas elections, Kirkutis led the Šiaulių krašto constituency with 21.46% of the vote, while his closest rival Vytautas Slabys received 16.56%, prompting a run-off between them.
Kirkutis was one of only eight Lithuanian Farmers and Greens Union candidates to win a seat in the 2024 Seimas elections – he and Bronis Ropė secured single-member constituencies, while Ignas Vėgėlė entered via the party’s multi-member list.
In the 2024 parliamentary elections, the Lithuanian Farmers and Greens Union nominated Eimantas Kirkutis as its candidate in the Šiaulių krašto constituency.
He won the single-member Šiaulių krašto (No. 45) constituency in the 2024 Seimas elections.
In the 2024 parliamentary election, Kirkutis ran both in the single-member Šiaulių krašto constituency and on the Lithuanian Farmers and Greens Union’s national party list, though he ultimately entered the Seimas by winning the constituency seat.
After LVŽS veteran Rima Baškienė failed to win the Šiaulių krašto seat in 2020 (entering the Seimas via the party list instead), Eimantas Kirkutis’s 2024 victory brought this constituency back under LVŽS representation.
Ahead of the 2024 elections, Kirkutis declared an annual income of €40,558 in his public disclosure.
In the same 2024 disclosure, he reported having accumulated assets totaling €78,916.
In April 2025, Kirkutis abstained from a parliamentary vote to extend national sanctions on Russian and Belarusian citizens, a move later criticized by his party leadership.
Kirkutis later explained that he abstained in the 2025 vote on extending sanctions for Russians and Belarusians because he wanted the sanctions to be made indefinite rather than just year-long.
He joined the Seimas Provisional Family Policy Group on 30 June 2025.
On 20 March 2025, he joined the Seimas Provisional Group for cooperation with the Lithuanian Youth Organizations Council (LiJOT).
Since 10 December 2024, he has been a member of the Seimas Provisional Group for Relations with the Holy See (Vatican).
He joined the Seimas Provisional Prayer Group in December 2024.
On 21 November 2024, he became a member of the Seimas Provisional Group for Parliamentary Relations with Taiwan.
On 21 November 2024, he joined the Seimas Provisional Group of Friends of the Šiauliai Region.
