Viešai reiškia pozicijas kultūros, žurnalistų apsaugos ir tabako kontrolės klausimais. Jo tėvas buvo garsus atlikėjas Vytautas Kernagis.
Vytautas Kernagis was born on 1976-08-20 in Vilnius, Lithuania.
He speaks English and Russian.
His mother is Dalia Kernagienė.
He is the son of the late Lithuanian singer-songwriter Vytautas Kernagis (1951–2008).
He is married to Rima Kernagienė and they have two sons, Nojus and Kristijonas.
His personal hobbies include aviation, astronomy, photography, reading, and playing chess.
In 2024 he earned a master’s degree in Business Administration from Mykolas Romeris University.
He studied business management and administration at ISM University of Management and Economics during 2006–2007.
In 2005 he completed studies at Vilnius College (Vilniaus kolegija), Electronics and Informatics Faculty, qualifying as an IT specialist.
He studied at Vilnius Higher Electronics School (now part of Vilnius College) from 1996 to 2000, obtaining a junior engineer qualification in computer technology.
He attended Vilnius Higher Construction School (now Vilnius Technology and Design College) from 1992 to 1996.
He completed his secondary education at Vilnius 22nd Secondary School (now the Vilnius Gediminas Technical University Engineering Lyceum), graduating in 1992.
Since becoming a Member of the Seimas in 2016, Kernagis has received a parliamentary salary—approximately €3,500 per month before taxes (for a rank-and-file MP as of 2022).
He founded the Vytautas Kernagis Foundation in 2008 and served as its director until 2016, promoting cultural initiatives in his father's memory.
He was the General Director (CEO) of UAB "Tiketa" in 2008–2009.
He served as the Commercial Director of ticketing company UAB "Tiketa" from 2006 to 2008.
He headed the IT department at the television channel "5 kanalas" from 2004 to 2006.
From 2000 to 2004 he was the director of private company UAB "Dizaino kryptis".
He chaired a Seimas working group on legal regulations to counter SLAPPs (Strategic Lawsuits Against Public Participation), drafting amendments to protect journalists and NGOs.
Since first entering the Seimas in 2016, he has served as a member of the TS-LKD parliamentary faction (Homeland Union-Lithuanian Christian Democrat group).
He was a newcomer to national politics in 2016 – having joined the Homeland Union (TS-LKD) in 2015, the 2016 parliamentary elections marked his first campaign for a Seimas seat.
He has been a member of the Homeland Union – Lithuanian Christian Democrats (TS-LKD) party since 2015.
He is a member of numerous Seimas inter-parliamentary relations groups, including friendship groups with countries such as Japan, the USA, Spain, Greece, and others.
In December 2024, he was appointed again as a member of the Seimas Youth and Sports Affairs Commission.
He continued to serve as a member of the Seimas Culture Committee in the 2020–2024 parliamentary term.
He served on the Seimas Suicide and Violence Prevention Commission from June 2017 until October 2018.
During 2016–2020, he served as a member of the Seimas Culture Committee.
He was a member of the Seimas Youth and Sports Affairs Commission from November 2016 to June 2017.
He secured a seat in the Seimas for a third consecutive term in the 2024 parliamentary elections (2024–2028 term).
In the 2020 Seimas elections Kernagis led the first round in the new Pašilaičiai constituency with 30.55% of votes (with Vytautas Mitalas of the Freedom Party at 21.36%), and he went on to win the runoff against Mitalas to secure his second term.
Due to electoral boundary changes, Kernagis did not run again in Fabijoniškės in 2020; instead he contested the newly formed Pašilaičiai single-member constituency in Vilnius, where he won re-election in a runoff against Vytautas Mitalas.
He was re-elected to the Seimas in 2020 for the 2020–2024 term, representing TS-LKD in the Pašilaičiai single-member constituency (No. 13).
In the 2016 Seimas election runoff, Kernagis won the Fabijoniškės single-member constituency with 63.31% of the vote, defeating Liberal candidate Dalia Kuodytė (33.40%).
In the first round of the 2016 Seimas elections, Kernagis led the Fabijoniškės single-member constituency with 30.41% of the vote, while his closest rival Dalia Kuodytė of the Liberal Movement received 12.77%.
In the 2016 Seimas elections he was elected as a Member of the Seimas for the 2016–2020 term, representing TS-LKD in the Fabijoniškės single-member constituency (No. 5).
In 2016 Kernagis was also included in the TS-LKD’s national multi-member candidate list, ranked 17th after the party’s internal preference voting, although he ultimately entered the Seimas by winning his single-member constituency.
Kernagis’s asset declarations indicate moderate wealth. He has typically declared property (such as a personal residence) and savings valued in the tens of thousands of euros, with no extraordinary increases or large liabilities during his time in office.
After the death of Kernagis’s father in 2008, the family house Vytautas Kernagis Sr. had built was inherited by Kernagis’s mother Dalia (the late singer’s widow), meaning Kernagis Jr. did not directly receive that major property in his inheritance.
He has served as a member of the council (board) of the Lithuanian Neighbouring Rights Association (AGATA), representing artists and producers.
He publicly criticized businesses that continued selling flavored e-cigarettes despite a ban, calling it "cynicism of the highest level".
He initiated legal amendments to ban tobacco products with flavor additives and to allow enforcement via test purchases, aiming to curb the sale of flavored e-cigarettes.
Kernagis noted that during the 2020–2024 term, the Seimas made state registry data accessible free of charge to journalists to support media transparency.
He has contributed opinion articles to the national broadcaster LRT’s portal, writing on cultural and media policy issues.
He criticized long-time Seimas members as superficial and self-interested, agreeing with journalist Andrius Tapinas’s depiction of them as “beavers”.
Between 2008 and 2016 he created and implemented over 70 educational and cultural projects (including plays, festivals, concert programs, children’s theatre camps, creative workshops, publishing initiatives, etc.) to promote Lithuanian culture.
In media he is often referred to as "Vytautas Kernagis jaunesnysis" (Vytautas Kernagis Junior) to distinguish him from his famous father.
