Liutauras Kazlavickas was born on 1981-04-11 in Vilnius, Lithuania.
He studied at Vilnius University from 1999 to 2005, earning a bachelor's degree in history (Cultural History studies).
He completed his secondary education at the Vilnius Simonas Stanevičius Secondary School in 1999.
From 2018 to 2020, he worked as a policy analyst at the Government Strategic Analysis Center (STRATA).
