Ričardas Juška was born on 11 May 1960 in Kaniūkai village, Jurbarkas district, Lithuania.
Besides Lithuanian, he speaks Russian and German.
He is married to a woman named Goda and has two children: a son, Karolis, and a daughter, Ieva.
Juška’s wife, Goda Juškė (Juškienė), works as the head of the Documentation and Public Relations Division of the Jurbarkas District Municipality administration.
In 1978–1984, he studied at the Vilnius Civil Engineering Institute (now Vilnius Gediminas Technical University), specializing in automotive transport economics.
In 1978, he graduated from Jurbarkas 1st Secondary School (now Jurbarkas Antanas Giedraitis-Giedrius Gymnasium).
According to Seimas records (as of mid-2025), he had not submitted any bills on his own, but had co-signed 17 draft laws and 5 amendment proposals together with other MPs.
From 2015 to 2016, he worked as an adviser to a Member of the European Parliament.
From 1996 to 2003, he served as the director of the Jurbarkas branch of AB "Lietuvos draudimas" (Lithuania’s insurance company).
From 1989 to 1995, he held positions in the Jurbarkas District Municipality, including Deputy Chairman of the Planning Commission, Head of the Economics and Social Affairs Department, and Deputy District Governor.
From 1984 to 1989, he worked as a senior engineer at the Jurbarkas Auto Transport Enterprise.
He is a Member of the Seimas in the 2024–2028 term (14th Seimas), having started his term on 14 November 2024.
He served as a Member of the Seimas in the 2020–2024 term (13th Seimas), from 13 November 2020 to 14 November 2024.
He also held the position of Deputy Head of the Liberal Movement’s Seimas faction in 2020–2021 at the beginning of the 2020–2024 term.
He served as Deputy Chair of the Liberal Movement’s parliamentary group in the Seimas from December 2018 to November 2020.
He was first elected as a Member of the Seimas in the 2016–2020 term (12th Seimas), serving from 14 November 2016 to 13 November 2020.
He has been a member of the Board of the Liberal Movement party since 2015.
He has been a member of the Liberal Movement (Lietuvos Respublikos liberalų sąjūdis) since 2013.
He was the Mayor of Jurbarkas District Municipality from 2009 to 2015.
He served as the chairman of the Jurbarkas district branch of the Lithuanian Liberal Union and later the Liberal and Centre Union, during his membership in those parties.
He served as Deputy Mayor of Jurbarkas District Municipality from 2003 to 2007.
In 2003, after a party merger, he became a member of the Liberal and Centre Union (Lietuvos liberalų ir centro sąjunga).
He was a member of the Jurbarkas District Municipal Council from 1995 until 2016.
He became a member of the Lithuanian Liberal Union (Lietuvos liberalų sąjunga) in 1995.
He is also serving as the Liberal Movement’s Tauragė region coordinator in the party’s organizational structure.
He is a member of the Seimas provisional group of municipalities in the Nemunas region, having joined this parliamentary group on 3 December 2024.
In the 2024–2028 Seimas term, he is serving as a member of the Seimas Committee on State Administration and Local Authorities (since 19 November 2024).
In May 2022, Ričardas Juška joined the Seimas’ provisional group of former mayors, which consisted of 12 parliamentarians who had previously served as municipal mayors.
In the 2020–2024 Seimas, he served as the Chairman of the Committee on State Administration and Local Authorities.
He was the Chairman of the Seimas Anti-Corruption Commission from May 2019 until the end of the 2016–2020 term.
He served as a member of the Commission for the Cause of Freedom and National Historical Memory in 2018–2020.
He was Deputy Chair of the Seimas Commission on State Historical Memory from 2017 to 2018.
During the 2016–2020 Seimas term, he was a member of the Seimas Committee on State Administration and Local Authorities.
He was a member of the Seimas Petitions Commission during 2016–2020.
He was elected again in the 2024 Seimas elections, securing the mandate in the Karšuvos constituency (No. 62).
In the 2024 Seimas elections, Juška narrowly won re-election in the Karšuva constituency, defeating Tomas Ambroza of the "Nemuno aušra" party in the run-off with 6307 votes (51.5%) to Ambroza’s 5946 votes (48.5%).
He was re-elected to the Seimas in the 2020 elections, winning the Karšuvos single-member constituency (No. 62).
In the 2020 Seimas elections, Juška was re-elected in the Karšuva constituency after a two-round contest. In the first round he led with 29% of the vote (4005 votes) to TS-LKD candidate Daivaras Rybakovas’s 18% (2536 votes), and he went on to defeat Rybakovas in the run-off to secure his second Seimas term.
In 2019, while serving as an MP, he ran for Mayor of Jurbarkas District and advanced to the run-off, but was defeated by Skirmantas Mockevičius (Juška received about 48.5% of the vote).
The single-member constituency covering Jurbarkas and Pagėgiai was renamed to Karšuva prior to the 2020 elections, but it encompassed the same region. Juška has consistently won in this district under both names (Jurbarkas–Pagėgiai in 2016 and Karšuva in 2020 and 2024).
In the 2016 Seimas election, Juška won the Jurbarkas–Pagėgiai single-member constituency outright in the first round with around 53% of the vote (surpassing the 50% threshold, so no run-off was needed).
In the 2016 parliamentary elections, he was elected to the Seimas from the Jurbarkas–Pagėgiai single-member constituency (No. 62).
In the Liberal Movement’s national list for the 2016 Seimas elections, Juška was ranked 34th on the party’s candidate slate.
During the first nine months of the 2024–2028 Seimas term, Juška spent roughly €2,500 of his parliamentary expense allowance to maintain two personal automobiles (a Toyota and a Volkswagen Passat) used for his parliamentary work.
Juška explained that he bought a new Toyota car with personal funds for commuting between Jurbarkas and Vilnius, while using his older Volkswagen Passat for local trips on rough roads or for family needs. For that reason, he maintains two vehicles and has their upkeep covered by parliamentary expense funds.
Juška has been among the top spenders of Seimas members’ expense allowances. In 2021 he spent over €12,000 of public funds (mostly on maintaining and insuring his vehicles), and in the first nine months of 2022 he had already used about €8,118 from his parliamentary allowance.
In 2014–2015, he served as a member of the Supervisory Board of the joint-stock company AB "Kauno energija" (Kaunas Energy).
He served as a member of the Board of the Association of Local Authorities in Lithuania and was Chairman of its Health Affairs Committee from 2011 to 2015.
He was a member of the Tauragė County Regional Development Council from 2009 to 2015.
From 2009 to 2015, he was a member of the Supervisory Board of the Tauragė Region Waste Management Center.
In 2024, he received a medal from the Lithuanian Association of Municipal Elders for his contributions to local self-government ("Už nuopelnus Lietuvos savivaldai").
In 2024, he was also honored with an Honorary Diploma from the Ukrainian Verkhovna Rada (Parliament) for special merits to the people of Ukraine.
In 2021, Ričardas Juška was awarded the "Auksinės krivūlės riterio ženklas" (Golden Krivūlė Knight badge) by the Association of Local Authorities for his merits to Lithuanian local self-government.
