Vytautas Jucius was born on 8 August 1963.
He was born in the town of Kvėdarna (Šilalė District) on 8 August 1963.
His place of birth is listed as Lithuania.
In 1985 he graduated from the Sverdlovsk Higher Military School in Russia, qualifying as an artillery officer and history teacher.
In 1981 he graduated from the Kvedarna Secondary School.
He worked at the Seimas Chancellery as MP Remigijus Žemaitaitis’s assistant-secretary from 2008 to 2019.
From 1999 to 2008 he was Deputy Director for economic and administrative affairs at the Kvėdarna K. Jaunius Gymnasium in Šilalė District.
He also served as an assistant to Juozas Imbrasas, a Member of the European Parliament.
He is a member of the political party „Nemuno Aušra“ (Nemuno Dawn) since 2024.
He has been a member of the Seimas (Lithuanian Parliament) since 14 November 2024, serving in the 2024–2028 parliamentary term.
Since 14 November 2024, he has been a member of the „Nemuno Aušros“ parliamentary faction in the Seimas.
He was re-elected to the Šilalė District Council in the 2023 municipal elections (as a Freedom and Justice candidate) and served until stepping down upon becoming a Seimas member in late 2024.
He was a member of the Freedom and Justice party (Laisvė ir teisingumas) from 2017 to 2023.
During the Soviet period (1983–1989) he belonged to the Communist Party of the Soviet Union.
He is the chairperson of the Seimas commission responsible for awarding the Aleksandras Stulginskis Star (appointed on 5 December 2024).
On 19 November 2024 he became a member of the Seimas Committee for the Future (Ateities komitetas).

He was elected to the Seimas in 2024 via the multi-member constituency (party-list) of „Nemuno Aušra“.
In the October 2024 Seimas elections, the new party „Nemuno Aušra“ won about 15% of the vote (third place) and earned 14 mandates, with Vytautas Jucius securing one of those seats via the party’s multi-member list (he did not run in a single-member constituency).
In 2020, he again ran for the Seimas with the Freedom and Justice party; initially ranked 56th on the party’s list, he rose to 15th after preferential votes, but the party failed to win any multi-member seats.
He was a candidate in the 2016 Seimas elections on the Order and Justice (Tvarka ir teisingumas) party list, where he held list position number 26.
He narrowly lost the 2015 Šilalė District mayoral election in the run-off, trailing the winning candidate Jonas Gudauskas by only 111 votes.
In 2015, he ran for the position of Mayor of Šilalė District and advanced to the second round as the Order and Justice (Tvarka ir teisingumas) candidate.
He is a member of the Seimas’ temporary Agro Group (Laikinoji agrogrupė), joining on 10 June 2025.
