Andrius Busila was born on 1980-02-22 in Vilnius.
In 2013, he earned a Master’s degree in Public Administration from Mykolas Romeris University.
In 2003, he graduated from Vilnius University with a Bachelor’s degree in Management and Business Administration.
From 2008 until 2024, he served as the director of the Panevėžys District Municipality Public Health Bureau.
From 2004 to 2008, he worked as a senior specialist at the National Paying Agency under the Ministry of Agriculture.
He is the chairman of the LSDP Panevėžys City branch, having been re-elected to a second term in 2025.
He became a member of the Seimas (Parliament of Lithuania) on November 14, 2024, for the 2024–2028 term.
Upon entering the Seimas in November 2024, he joined the Lithuanian Social Democratic Party’s parliamentary faction.
He became the chairman of the LSDP Panevėžys City branch on 2023-04-27.
He is a member of the Lithuanian Social Democratic Party (LSDP) Council, the party’s national governing body.
He served as a member of the Panevėžys City Municipal Council from 2021 to 2023.
He has been a member of the Lithuanian Social Democratic Party (LSDP) since 2013.
He is a member of the Seimas Addiction Prevention Commission (appointed on December 4, 2024).
He is also a member of the Seimas Suicide and Violence Prevention Commission as of December 4, 2024.
Since November 21, 2024, he has been the Deputy Chair of the Seimas Health Affairs Committee.
In the 2024 Seimas elections, Andrius Busila won the second round in the Panevėžys vakarinė (West) single-member constituency with 62.52% of the vote, defeating conservative candidate Ignas Gaižiūnas (37.48%).
Local media observed that Busila – who was relatively unknown and did not attend any candidate debates – still won the Panevėžys West constituency race by a wide margin over Ignas Gaižiūnas in 2024.
In the runoff of the 2024 Seimas elections (October 27, 2024), Andrius Busila received 8,273 votes (about 60.6% of all ballots cast) in the Panevėžys vakarinė single-member constituency, defeating Ignas Gaižiūnas who got 4,959 votes (36.33%). Busila won in all 10 precincts of the constituency.
In the first round of the 2024 Seimas elections, Andrius Busila finished second in the Panevėžys vakarinė single-member constituency with 16.58% of the vote, behind conservative candidate Ignas Gaižiūnas (20.02%).
He was elected to the Seimas in 2024 from the Panevėžio vakarinė (West) single-member constituency (No. 29) as an LSDP candidate.
Until the 2024 elections, no social democrat from Panevėžys had ever been elected to the Seimas; now Busila is one of two Panevėžys representatives in Seimas.
In the 2024 parliamentary elections, Busila was also included on the Social Democratic Party’s national candidate list for the multi-member constituency. However, since he won a seat outright in the Panevėžys vakarinė single-member constituency, he did not have to rely on the party list to enter the Seimas.
On the Lithuanian Social Democratic Party’s 2024 candidate list, Busila was ranked 118th (with Panevėžys vakarinė specified as his single-member district). Since LSDP won 22 seats via the list, his low list position meant he only entered the Seimas by winning his single-member constituency.
Busila has not declared any significant personal wealth. His public asset disclosures for 2024 did not list valuable real estate or large savings under his name, indicating a modest financial status.
As director of the Panevėžys District Public Health Bureau (2008–2024), Busila’s monthly salary was around €1,034 (gross) in 2018, rising to about €1,349 by early 2019. By 2024, with public sector pay raises, his salary is estimated to have reached roughly €2,800–€3,000 gross per month (the bureau’s average salary was €2,354 in mid-2025 ).
He is a member of the Temporary Group “Against Mass Immigration” in the Seimas, established on December 19, 2024.
Since December 12, 2024, he has been the chair of the Seimas inter-parliamentary relations group with East African states (Kenya, Rwanda, Tanzania, Uganda, Burundi).
He is a member of the Seimas inter-parliamentary group for relations with the Swiss Confederation, joining on December 12, 2024.
He is a member of the Temporary Women’s Group in the Seimas, joining on December 12, 2024.
He is a member of the Seimas inter-parliamentary group for relations with the Western Balkan countries, since December 10, 2024.

Although Busila owns a personal car that is about 15 years old, he found it unreliable for parliamentary work. Upon becoming an MP in late 2024, he began renting a new Peugeot 5008 for his constituency and Seimas duties at approximately €800 per month, using his parliamentary expense allowance. In the first half of 2025, he spent about €6,137 (from Seimas funds) on this car’s rental and fuel, and plans to continue renting it throughout the 2024–2028 term.
He is unmarried.
He speaks English (beginner level) and Russian (advanced level).
