Kęstutis Bilius

Jis turi geografijos ir sporto pedagogikos diplomą iš Vilniaus valstybiniame pedagoginiame institute. Karjeros metu dirbo mokytoju, treneriu, buvo sporto klubo SSD „Žalgiris“ pavaduotoju, vadovavo kelioms įmonėms, o nuo 2011 m. buvo Kelmės rajono savivaldybės vicemeras. Nuo 2024 m. lapkričio yra Lietuvos Respublikos Seimo narys. Narystės politinėse partijose: nuo 2003 m. – Liberalų ir centro sąjungoje, vėliau – Liberalų sąjūdyje, Lietuvos laisvės sąjungoje (liberalai), Laisvėje ir teisingume, nuo 2023 m. – „Nemuno aušros“ frakcijoje. Kęstutis Bilius yra vedęs.
He graduated from the Vilnius State Pedagogical Institute in 1982 with a specialization in geography and physical education teaching.
He completed his early education in Kelmė District (Karčiupis Primary School and Elvyrava Middle School) and graduated from Šiauliai Second Secondary Boarding School in 1977.
From 1988 to 1990, he was the head of the field hockey masters team “Tauras”.
He became the Chair of the Seimas Social Affairs and Labour Committee on 15 October 2025.
He served as the Chair of the Seimas State Administration and Local Authorities Committee from 11 April 2025 to 7 October 2025.
He was Deputy Chair of the Seimas Commission for Youth and Sport Affairs from 5 December 2024 to 15 May 2025.
He has been a member of the Seimas Commission for the Cause of Freedom and National Historical Memory since 4 December 2024.
He served as Deputy Chair of the Nemuno aušra parliamentary group in the Seimas from 14 November 2024 to 10 April 2025.
Since 2023, he has been serving as a Deputy Chairman of the Nemuno aušra party and as the Chairman of its Kelmė district branch.
He served as a member of the Kelmė District Municipal Council from 2002 until 2023.
On 26 September 2024, the Supreme Administrative Court of Lithuania annulled the VRK’s decision, ruling that Bilius’s auxiliary work in the KGB did not constitute conscious collaboration.
In September 2024, the Central Electoral Commission (VRK) disqualified Bilius from the parliamentary elections for failing to declare alleged past employment with the Soviet KGB (in 1989–1991).
In the 2024 parliamentary elections, Bilius was listed as number 7 on the Nemuno aušra party’s electoral list. The party received nearly 15% of the vote in the multi-member constituency (the third-highest share) and ultimately won 20 Seimas seats. Bilius thus secured a mandate via the party list. (He was also nominated in the single-member Saulės constituency in Šiauliai, but he did not win that district seat.)
Before his successful election in 2024, Bilius had previously tried to enter national politics but without winning a seat. He was a candidate in earlier Seimas elections (for example, he ran with the Liberal and Centre Union in 2012), yet did not secure a mandate. His breakthrough came in 2024 when, running under the new party “Nemuno aušra,” he leveraged his high list position and the party’s strong performance. In the single-member Saulės constituency of Šiauliai in 2024, Bilius was initially registered as a candidate, but due to the brief disqualification over the KGB issue, he effectively did not campaign there and did not win that district (his parliamentary seat came via the multi-member national list).
As a Seimas member since November 2024, Bilius receives an MP’s base monthly salary of about €3,900 net (roughly €6,180 gross). In addition, as a Seimas committee chair he earns a higher rate than a regular member. During his service as Kelmė District Vice-Mayor (2011–2015, 2023–2024), his gross monthly pay was around €2,300 (approximately €1,500 after tax, estimated).
Bilius has filed public asset and income declarations annually as required by Lithuanian law. These filings indicate that he has no significant liabilities and that his family’s wealth is moderate, stemming largely from his long-running business ventures and public service earnings. Notably, he was not listed among the 121 individuals who declared over €1 million in assets for 2023, reflecting that his declared wealth falls below that threshold.
Bilius’s asset and income declarations over the past decade depict a stable, middle-class level of wealth. His declared assets (property, vehicles, savings) have generally been in the low-to-mid six figures (in euros), and his annual incomes – largely from business profits and public salaries – ranged roughly between €10,000 and €50,000. He has reported no significant liabilities. Importantly, he did not appear among the 121 individuals in Lithuania who declared assets over €1 million for 2023, indicating his wealth was below that threshold.
His public asset declarations show that he owns only moderately valued assets across all categories. The VMI records, which detail assets by type (homes, land, shares, bank savings, etc.), contain no large-value entries under Bilius’s name – indicating he has no high-value property or significant financial assets in any category.
As a member of the Seimas (since late 2024), Bilius earns a base salary of around €3,900 net per month (approximately €6,180 gross), in line with the standard MP pay after recent raises. Committee chairs like him receive a higher rate than rank-and-file MPs. By contrast, during his tenure as Kelmė District Vice-Mayor, his official salary was much lower (on the order of a couple of thousand euros gross per month).
Bilius’s wife, Lionė Biliienė, is integral to the family’s business interests. After Bilius stepped back from managing UAB “Marsera” in 2019 to concentrate on public office, Lionė Biliienė took over as the company’s director. In Bilius’s official declarations of private interests, he has listed his spouse’s role in Marsera and his own past leadership of that firm, as required. The couple’s joint assets – including their family home and savings – are reflected in Bilius’s asset declarations, ensuring transparency about any significant family wealth.
He is married to Lionė Biliienė and has two sons, Ramūnas Bilius and Šarūnas Bilius. His official records list his spouse and children, reflecting transparency about his immediate family.
He was actively involved in extracurricular activities and sports: he joined ethnography and aeromodelling clubs and athletics training, practiced cross-country skiing (achieving a first-class sports category) and led his school’s cultural activities sector; during his university years he was a member of the SSD “Žalgiris” sports society and the Lithuanian national skiing team, achieving the Candidate for Master of Sport qualification.
