In 2006, Barauskas earned a diploma in Administration of Local Authorities from Mykolas Romeris University.

In the 2024 Seimas elections, Barauskas was ranked 70th on the Lithuanian Social Democratic Party’s national multi-member list, but he ultimately entered the Seimas by winning the Sėlos rytinė single-member constituency rather than via the party list.
The Sėlos rytinė constituency was newly delineated for 2024 by altering district boundaries: 12 precincts of Kupiškis were removed, and most of Zarasai District was merged with Rokiškis District. As a result, LSDP’s Zarasai branch agreed to support Barauskas (the Rokiškis branch’s nominee) as their joint candidate in that constituency.
He was the Lithuanian Social Democratic Party’s candidate for the Mayor of Rokiškis District Municipality in the 2019 elections.
According to the official 2024 annual asset declarations (published by VMI in mid-2025), Barauskas was the only member of the Seimas to report having no assets registered in his own name; his wife Laura Barauskienė, however, declared €10,000 in savings as the family’s only declared financial asset for that year.
Barauskas’s declared wealth dropped sharply within a year: in the asset declaration for 2023 (submitted during the 2024 campaign) he and his family reported about €110,000 in property and nearly €100,000 in savings (against roughly €48,000 of income), yet in the official 2024 declaration he indicated having no assets in his own name, with only €10,000 in savings declared by his wife Laura Barauskienė. No public explanation has been given for this sudden change in declared assets.

This included roughly €110,000 worth of registrable property and about €100,000 in cash savings, alongside an outstanding loan of around €13,000.

During his career as a school IT teacher in Rokiškis (2001–2015), Barauskas’s salary was relatively modest — for context, in 2004 the average teacher’s monthly pay in Lithuania was about 1,319 litai (approximately €380 before taxes).
He is a member of the Seimas parliamentary relations groups with the Holy See and with the United Arab Emirates (UAE).
He is also a member of the Panevėžys Region Friends Group in the Seimas.
In 2018, Barauskas filed a legal complaint against Rokiškis District Mayor Antanas Vagonis, accusing the mayor of spreading false information (slander) that insulted Barauskas’s honor.

In 2017, Barauskas publicly criticized Rokiškis District Mayor Antanas Vagonis (who had been elected with LSDP support) for resigning from the post before his term ended, calling it a “political betrayal.”
His election as the LSDP’s Rokiškis district branch chairman in 2017 caused internal friction between supporters of the former branch leader (Algis Čepulis) and those backing Barauskas, which he acknowledged publicly while urging party unity and democracy.
On November 14, 2024, Barauskas joined the Seimas Conference of Chairs as a member.
